LIBRARY POLICY

I. Rationale

The Library Committee (LC) is the advocacy group for the TLC library, representing the library's mission and policies to The Lewis College. The committee serves as a strategic planning and recommending body to ensure that the Library provides superior services to the student community and the public at large, which are up-to-date, relevant, and comply with Department of Education and Commission on Higher Education standards and policies.

II. Coverage

All library resources, including textbooks, general references, and e-resources to be used at the kindergarten, elementary, junior high school, senior high school, and undergraduate and technical vocational levels of TLC, must undergo evaluation and approval before being prescribed for student use.

III. Definition of Terms

  • Textbook – A book prescribed for the formal study of a subject or course. To be required for purchase or acquisition, a textbook must appear in the Outcomes-Based Education (OBE) syllabus of the relevant subject.
  • General Reference – Educational tools and resources such as workbooks, modules, laboratory manuals, and other reference materials that enrich student knowledge, skills, and abilities; assess learning; and promote real-world application.
  • Revised Edition – A new edition of a textbook or reference containing substantial updates or changes from the previous version.
  • Reprint – A republication of a textbook or reference without changes to the content, except for typographical corrections or updates to publisher details, book title, or cover design.
  • E-resource – Any material in a digital format that can be accessed electronically, such as e-books, e-journals, online databases, and webpages.

IV. Consortium and Linkages

TLC, through the Librarian and the LC, is tasked to join a library consortium by entering into a memorandum of agreement with private and public libraries and other institutions to offer updated library services to the general public.

V. Training and Development

TLC has a professional development program for all teachers and staff, including Librarians. This program, in conjunction with the Philippine Association of Librarians seminars/conferences, will be budgeted yearly to support the continuous development of staff, keeping them up to date with the latest best practices.

Staff/students will be trained during the first month of the new school year on resources/procedures. New acquisitions will be announced via LMS, Email, and Bulletin Board.

VI. Library Committee Membership

  • Ad hoc members – all heads of Academics: BED, CBE, CTE, CCS, and Academic External
  • Other members – the heads will assign one each for:
    • Languages
    • Mathematics
    • Science
    • Social Science
  • Librarian

VII. Budget

The library budget will be set for a three (3) year period, based on the forecasted number of students for the period and the set library fees by the LC. However, an annual review will be undertaken by the Librarian and LC to determine the appropriateness of the budget.

Special assessments/development fees may be introduced, subject to proper consultation with all stakeholders.

VIII. Extension Services

As part of TLC’s commitment to its mission, vision, and values of providing quality education access to the public, and in line with Philippine PDPs and UN SDGs, TLC will offer public access to its library resources via an annual library subscription.

Initially set at PhP 250.00/annum, this amount will be allotted for the continuous upgrading of library resources. This amount will be subject to review and adjustment as the LC deems fit.

This subscription fee will be waived for public school elementary students only.

The LC has been tasked with developing a Mobile Library program to be implemented by the academic year 2030.

IX. Library Improvement Plan

The Librarian will submit to the LC an improvement plan for the succeeding three (3) years. Once approved, the budget for said improvement will be included in the library fees.

Digitization and RFID, along with Virtual Libraries, will be scheduled for study and implementation starting in 2026.

X. Evaluation Process

1. Teacher Recommendation

Subject teachers review their syllabi and submit recommended textbooks and references to their respective subject coordinators. Teachers may not approve or endorse their own authored textbooks or materials.

Reference must include:

  • Title
  • Edition
  • Author/s
  • Publisher

All lists must be submitted by 1 November each year for the succeeding school year.

2. Coordinator Review

The four subject coordinators (Mathematics, Science, Language, and Social Sciences) review teacher recommendations.

Coordinators ensure that materials are:

  • aligned with the OBE syllabus and learning outcomes,
  • accurate, current, age-appropriate, and free from stereotypes or bias.

Coordinators prepare a consolidated list for endorsement by 15 November.

3. Library Committee Purchase Plan

The LC reviews the consolidated list and decides which textbooks and references will be adopted, prioritizing purchases based on budget.

XI. Validity of Approval

  • Approved textbooks and references are valid for three (3) years or per DepEd/CHED standards.
  • New editions or revised versions must be resubmitted.
  • Reprints do not require re-evaluation unless there are significant content changes.

XII. Appeals and Reconsideration

  • Teachers may appeal within seven (7) working days.
  • The LC’s decision on the appeal is final.

XIII. Compliance

  • Only approved textbooks and references may be prescribed.
  • Unauthorized sale or use is subject to administrative action.

XIV. Rules and Regulations

A. For Students

  1. The library is a place for study; silence is strictly observed.
  2. No eating, drinking, shouting, or running.
  3. Library hours:
    • Mon–Fri: 8:00 AM–5:00 PM
    • Saturday: 8:00 AM–12:00 PM
  4. Students must borrow books using their own library cards.
  5. Fiction books: 3-day loan, renewable once.
  6. Reference books may not be taken out of the library.
  7. Fines:
    • ₱10/day for fiction
    • ₱10/hour for reference
  8. Lost/damaged materials must be replaced or paid for.

B. For Faculty and Employees

  1. Faculty may borrow up to 5 books.
  2. A special reading area is provided for teachers.
  3. Books may be kept for one semester.
  4. Reference books may not be taken out, except briefly for class use.
  5. Periodicals may not be taken out of the library.
  6. The library is not a venue for interviews or disciplinary actions.
  7. Teachers must coordinate research assignments 2 days in advance.
  8. Charts, maps, and globes must be replaced if damaged.
  9. Library hours follow the standard school schedule.

XV. Repealing Clause

Any other guidelines inconsistent with this policy are hereby repealed or amended accordingly.

XVI. Effectivity

Approved by the Board of Trustees during its meeting held March 2024. These guidelines take effect immediately unless superseded.
